Borrowing Privileges

Fines and Overdue Fees

The library does not charge daily overdue fees for General Collection materials. Patrons with long-overdue materials will be billed for the replacement of those items. 

Laptop Computers: 3 Hour Use

The following policy applies to laptop computers owned and circulated by Dacus Library, Winthrop University.

Borrowing Policies:

  • Laptops circulate to current Winthrop University students, faculty, and staff ONLY.
  • The borrower must present a current Winthrop photo I.D. card.
    • If the I.D. card is not a photo I.D., the borrower must present an additional form of identification with a photo.
  • Each borrower must accept the Laptop Liability Statement when logging on to the computer. This statement will detail the liability of the borrower.

Circulating Procedures:

  • Laptops and battery chargers are checked out from the Information Commons.
  • Laptops and battery chargers must be returned to the Information Commons by the time due or the closing of the building, whichever is earlier.
  • Laptops are to be used in the library only and may not be taken outside of the building.
  • Laptops are circulated for a period of 3 hours. 
  • Laptops are available on a first-come, first-served basis. They cannot be reserved in advance.

Fines and Liabilities

  • Overdue fines are $5.00 per hour, with a 15-minute grace period. Patrons who return laptops more than 15 minutes after the time due will be charged the full $5.00 hourly fee.
  • The borrower is responsible for all costs associated with any damage to the laptop during the check-out period.
  • The borrower is responsible for replacement cost (not less than $500.00) if the laptop is lost or stolen during the check-out period. In this case, the borrower would also be responsible for any accrued overdue charges and a $10.00 processing charge.
  • Deep Freeze software is loaded on each laptop. All files saved to the computer will be erased upon shutdown. Work can be saved to the Z drive or an external storage service or device.
  • The library is NOT responsible for lost work; lost work cannot be recovered.

Laptop Computers: 7 Day Checkout

The library has a limited number of laptop computers that may be checked out for a period of 7 days. The following policies apply:

  • Laptops are only available to Winthrop students, faculty, and staff
  • Loan period is 7 days for all patrons
  • Overdue fines are $2.00 per day
  • A laptop is billed to the patron's university account when it is ten days overdue
  • Replacement charge is $1,000 plus a NON-REFUNDABLE $100.00 billing fee
  • All library laptops are equipped with Deep Freeze software; all files saved to the computer will be erased upon shutdown. All work MUST be saved to an external storage service or device. The library is NOT responsible for lost work; lost work cannot be recovered.

Special Borrowing Privileges

Special borrowing privileges are available to the following groups:

  • Employees of Winthrop University Campus Ministries, Winthrop University Bookstore, and Campus Food Services (With an ID card, these patrons will be added into the library system for staff borrowing.)
  • Winthrop University graduate students who have completed their course work and thesis credit and are one semester or summer term beyond last enrollment. (A letter from a major advisor must be presented before their borrowing privileges will be extended.  Use of the library beyond one semester or summer term requires registration for additional thesis credit.)
  • Employees of Federal and South Carolina State and Local agencies who need to use the library in the course of their employment. (A letter from the agency head requesting the privilege and acknowledging responsibility for materials borrowed must be presented before borrowing privileges are permitted.)
  • Teachers in the public schools who are supervising Winthrop University education students in their field experience - student teaching. (The College of Education provides a list of qualified teachers to the library each semester.  Borrowing privileges are for one semester.  Submission of a Research Application Form is required before access may be obtained.)
